DEFRA: “More flood and coastal defence schemes to go ahead under new funding system”

From a press release on the DEFRA website:

More flood and coastal erosion defence projects across England will receive government money each year under a new funding system announced today.

The new system provides money based on the benefits each project delivers to homes, businesses, agricultural land and infrastructure. Many schemes will still receive full Government funding, whilst others will qualify for a contribution to the final cost.  In many cases this government contribution will be worth 80 to 90 per cent of the full scheme cost.

This will replace the current model where schemes applying for money are typically either funded in full by Government or not at all. (more…)

EDP: “We need money and ideas to save Suffolk’s crumbling coastline”

Power to decide how best to protect crumbling coastal land will be given to local communities, the chairman of the Environment Agency (EA) has pledged.

Lord Smith, who was the guest speaker at the annual general meeting of the Suffolk Coast Against Retreat (SCAR) group at the Jubilee Hall in Aldeburgh on Saturday, has, however, warned that people would need to need to come up with money and well as “imaginative” ideas as government budgets for flood defence projects are squeezed.

The former cabinet minister told landowners, local councillors and representatives of coastal groups that the EA was committed to cutting bureaucracy and enabling defence schemes – and he offered a personal pledge to investigate failings.

“The ‘we know best’ approach doesn’t wash these days,” he said. “There will be times when we don’t get it right, and if you experience that, then come to me.” (more…)

edie.net: “Manage coastal erosion through ‘conservation credits’ “

A stretch of Suffolk and Essex coastline could be transformed into grazing and sea marches as part of a managed way to tackle rising sea levels.

Plans put forward by the Environment Bank and Environment Agency would see businesses pay to offset their green impacts, with the funding used to manage coastal areas.

For the past four years, the Environment Bank has been refining a delivery model for the UK in consultation with central government, NGO’s, developers, landowners, farmers and local authorities.

Now the Shell Foundation has agreed to provide funding and internal expertise for the next year to allow a trial scheme to go-ahead. (more…)

Lyme Regis: No action on scheme will wreck properties

DISTRICT engineers have admitted there is no back-up plan if multi-million pound funding is not secured to protect Lyme’s East Cliff.

Phase IV of West Dorset District Council’s coastal protection works will safeguard roads, businesses, homes and utilities from coastal erosion.

The £21million scheme was last month given technical approval by the Environment Agency, but project leaders remained cautious over securing the funding from Defra. (more…)

EDP: “Delegates from around country pay visit to Happisburgh”

More funding is needed if trailblazing work protecting the coastline is to continue and be rolled out across the country was the message from a two-day conference looking at how successful projects around the coastline in North Norfolk have been.

Leading figures from the Environment Agency and Department for Environment, Food and Rural Affairs, who have a say on coastal policies and flooding, are in North Norfolk this week looking at the work which has taken place as part of North Norfolk District Council’s Coastal Pathfinder projects.

The council was awarded £3m in 2009 from the government’s pathfinder programme to explore ways of helping coastal communities plan and adapt to coastal change. (more…)

EDP: “Suffolk communities will have to pay for coastal defence”

Communities threatened by coastal erosion have been warned that they should expect to contribute towards protection schemes.

Speaking prior to next month’s Suffolk Coast Against Retreat (SCAR) annual general meeting (AGM), chairman Graham Henderson said that in the current financial climate it was unlikely the Government would completely fund defence work on behalf of homeowners, such as those living in Corton and Easton Bavents, near Southwold.

Mr Henderson, who lives at Felixstowe Ferry, said: “Overall I think it has been a progressive year. However we are still in a situation where the Government has not revealed all its cards and there’s no doubt that there’s going to be a shortage of money. (more…)

Lyme Regis: £21m plan to combat coastal erosion

PROPOSALS to protect Lyme’s East Cliff have been approved by the Environment Agency – but project leaders remain cautious over securing multi-million-pound funding.

The agency has given technical approval to West Dorset District Council’s phase four works, a £21million scheme to protect roads, businesses, homes and utilities from coastal erosion.

It means the council can appoint consultants to produce detailed designs and carry out environmental mitigation work ahead of construction. The design and advance works are estimated to cost the authority in the region of £2million. (more…)

Every resident in West Norfolk could be charged for maintaining sea defences to secure the future of the area’s coastline.

A new report outlines different ways of paying for defences between Wolferton Creek and Hunstanton.

West Briton: “South West loses £6 million as Government cuts hit flood defence work”

Funding for vital flood defence schemes in the South West is to be cut by 16 per cent next year, the Government has confirmed.

But officials refused to produce a list of projects that will not get state aid as a result of the region losing £6 million in 2011/12.

Ministers announced that £521 million would be spent on protecting homes and businesses in England from April. (more…)

Defra: “Work begins on new flood defence schemes”

39 new flood and coastal defence projects have been announced today as part of Government plans to reduce the risk of flooding and coastal erosion in England.

Of these new projects 21 will provide additional protection to over 13,000 households at risk of flooding. The remainder mainly relate to vital repairs and safety enhancements to existing defences.

Over the next year £521m will be spent managing flood risks, with investment in the new schemes, ongoing work or completion of 108 projects already under construction, and a further 187 schemes receiving funding for development work such as feasibility studies, for possible construction in future years.
